Portland man gets over 20 years in prison for 2023 Raleigh Hills stabbing, arson

A Portland-area man was sentenced to over 20 years in prison following an incident involving domestic violence and arson in February 2023.

A Washington County jury in January found David James Kozak guilty of charges including second-degree attempted murder, first-degree assault, three counts of first-degree arson and three counts of first-degree animal abuse. Washington County Judge Theodore Sims imposed the sentence April 24 and ordered Kozak to pay more than $719,000 in restitution.

Authorities say Kozak was living with a woman in the Raleigh Hills area when they got into an argument. On Feb. 22, 2023, Kozak stabbed the woman with a butcher knife in the neck, head and shoulders.

The woman then fled to a neighbor’s apartment, where she reported that Kozak stabbed her.

When deputies arrived to the neighbor’s home, the woman told first responders that Kozak had stabbed her and tried to light the apartment on fire.

Deputies discovered the fire and tried to extinguish the flames, but the blaze reignited and the building was destroyed.

The fire was brought under control within 30 minutes, but eight residents were displaced and three pet cats were killed.

In addition to 20 years, five months in prison, the court ordered Kozak to have no contact with the victims in the case, to serve three years of post-prison supervision upon his release and barred him from owning any pets for a period of five years.
